Western Resource Advocates released a detailed report titled A Clean Electric Energy Strategy for Arizona, which outlines how the state can reliably meet growing demands for electricity, limit greenhouse gas emissions, and do so at a reasonable cost. Under this strategy, efficiency and renewable energy will serve as a hedge against increasing fossil fuel prices and result in lower carbon dioxide emissions. If implemented, the plan creates a scenario where coal plants are never needed again.
